SIGNING OF A MEMORANDUM OF AGREEMENT (MoA) BETWEEN THE NATIONAL ARTS COUNCIL OF ZIMBABWE (NACZ) AND BINDURA UNIVERSITY OF SCIENCE AND TECHNOLOGY (BUSE)

HARARE, Zimbabwe – In a significant move towards modernizing the creative sector, the National Arts Council of Zimbabwe (NACZ) has signed a Memorandum of Agreement with Bindura University of Science and Technology (BUSE) for the development of an online artist registration system. The signing ceremony took place at NACZ head Office in Mt Pleasant.
The agreement, formalized on 28 November 2025 will see BUSE, build, and manage a custom web-based application. This digital platform will streamline the process for all artists in Zimbabwe to register with the NACZ, replacing manual methods and enhancing the Council’s capacity to manage and support the creative community.
In his remarks during the signing ceremony, the NACZ CEO, Mr Napoleon Nyanhi said, “For many years The registration, licencing and event clearing has been entirely manual. Through this partnership with BUSE, we are launching the Zimbabwe Arts Digital Gateway (ZADG), a cutting edge unified digital platform that will completely transform how NACZ delivers its services and how the arts community interacts with us.”
He added that the platform will enable:
- Nationwide online registration and licencing
- Automated renewal and expiry notifications
- A secure, multi method payment gateway that reflects realities of the Zimbabwean financial system
- A national database with historic records translated from manual archives
- Real time dashboards providing us with insights that support transparency and evidence-based decision making.
BUSE Vice Chancellor, Professor Eddie Mwenje highlighted that the signing ceremony seeks to formalise a partnership that speaks directly to innovation and the digital transformation aspiration of our country. He also agreed with NACZ CEO that paper-based processes often lead to delays and frustrations. “The President of the Republic of Zimbabwe, His Excellency Dr E.D Mnangagwa mandates the universities to industrialize the country and this vision aligns well with the country’s push towards digital transformation, fast and efficient service delivery, leaving no one and no place behind. This agreement is a national development intervention that speaks to efficiency in public service.”
